David Hearle

David brings 39 years experience in International Development in Asia, Africa, Europe, Caribbean, Pacific and The Middle East. David has worked as Managing Director, Consultancy Director, Project Director, and Team Leader. 

David leads Impact Management International and very well connected in the M&E community with over 9000 Linked in connections.  

As a consultant assignments have been successfully completed for the World Bank, DfID, AsDB, FAO, WMO, GWP, DFAT, GTZ, NORAD, SIDA, SDC, EU and Government departments in Australia, Bangladesh, Botswana, Cambodia, China, Egypt, Guyana, Indonesia, Japan, Kenya, Malawi, Oman, Pakistan, Papua New Guinea, Solomons, Sudan, Sweden, Switzerland and UK. And many assignments for NGOs such as Oxfam, SCF and in the private sector with Shell, Chevron and other large corporates.  

As a trainer and facilitator David has directed numerous courses for thousands of participants across 129 countries.

Dalibor is a committed professional with a passion for utilizing technology, including AI, to simplify work processes. With over 20 years of experience in data-focused services driven by cutting-edge technology, Dalibor's journey began at IDC, a prominent tech market research company. There, he led data-driven projects and services for well-known organizations like Microsoft, HP, and IBM.

Expanding on this foundation, Dalibor later established his own venture, Research Factory.

Recognized as a trusted authority in data and technology, Dalibor specializes in guiding professionals from diverse backgrounds to harness the potential of AI for transformative outcomes.

Drawing on his extensive collaboration with industry leaders, he mentors individuals and organizations in seamlessly integrating AI tools, such as ChatGPT, into their projects. With a wealth of knowledge and practical insights, Dalibor empowers clients to fully utilize AI's capabilities and achieve remarkable results.

Lesley Williams

Lesley Williams

Lesley is specialises in M&E, MRV and capacity development. She works predominantly in the climate change, education and private sectors, as well as in community and government development programmes.  

Lesley has more than 20 years experience in the Asia-Pacific conducting needs assessments, identifying learning objectives and designing competency-based learning programmes and material, plus facilitating workshops. 

Lesley additionally has extensive Results Framework design and development experience, and has helped many programmes develop effective M&E systems. 

Lesley has also conducted numerous Mid-term Reviews and Final Evaluations for a range of clients. Prior to working in development Lesley was appointed by the New Zealand Government as a Director of a GoNZ-owned curriculum and learning materials development company for seven years, and was a Senior Lecturer and researcher in Strategic Management and Services and Non-Profit Marketing in NZ, Malaysia and Indonesia. Lesley has worked for a range of different clients including the ADB, the UN (UNESCAP, UNFAO, UNFPA, and UNDP), the ILO , IFC, IFAD and others on USAID, EU, DFID, DFAT, ADB and World Bank-funded programmes. Lesley and David co-founded and hosted the Asia 2000 M&E Forum in Thailand in 2012.
